A new 91-unit apartment development near Erringer Road is now advertising available rentals as exterior construction and site work continue. The Churchill Apartments, at 1850 Heywood Street in Simi Valley, offers one- and two-bedroom floor plans, with advertised starting rents of about $2,600 per month.

Recent photographs taken by The Simi Signal from Heywood Street and Erringer Road show a largely completed four-story exterior, construction equipment and ongoing work around the property. The photographs provide a ground-level look at a development that has been progressing through the city's approval and construction process for several years.

What's being offered?

According to current apartment listings, The Churchill offers one- and two-bedroom apartments ranging from approximately 790 to 1,128 square feet. Advertised rents range from about $2,600 to $3,250 per month, before any applicable fees. Listed features include in-unit laundry, controlled access, a swimming pool, fitness amenities and parking. Availability, concessions and rental rates can change, so prospective residents should verify details directly with the leasing office.

The property is being advertised for leasing, but the ongoing work visible outside means readers should not assume that all construction has finished or that every unit is ready for occupancy.

How the project grew from 83 to 91 apartments

The City Council approved the original 83-unit Churchill Apartments proposal in January 2023. A modification approved in September 2023 added eight units, bringing the development to 91 apartments. The project occupies approximately 3.11 acres of a larger parcel at 1850 Heywood Street, near Erringer Road.

Affordable units are part of the approval

Simi Valley's city records confirm that five apartments are deed-restricted for qualifying very-low-income households. A revised affordable housing agreement was approved in connection with the project, and a second amended agreement and loan agreement were addressed by the City Council in June 2024.

The advertised market-rate rents should not be confused with the rents or eligibility requirements for those five restricted units. Interested applicants should ask the property management team or the city about eligibility, application procedures and availability for the affordable units.

What about access from Heywood and Erringer?

A visible access point along Heywood Street appears in The Simi Signal's recent photographs. Additional photographs from Erringer Road show an entrance being used for construction activity, including equipment and worksite access.

What has not yet been established is whether the Erringer-side entrance will remain in use once construction is complete or whether permanent resident vehicle access will be limited to Heywood Street. The approved site plan or a confirmation from the developer would be needed to resolve that question.

A growing housing landscape

The Churchill adds to Simi Valley's supply of multifamily housing at a time when rental costs and housing availability remain important local concerns. Its mix of market-rate and deed-restricted apartments also illustrates how new developments can serve residents at different income levels, though the five affordable units make up only a small share of the total.

For residents passing the site, the building's exterior is now highly visible. We'll update this story if the developer confirms a full opening date, permanent traffic access arrangements or application details for the affordable homes.
